[ros-users] Move ROS answers to StackExchange?

I would also keep the custom site - it will reassure users they're on the "right" page and not on some unknown 3rd party page. I can see the benefit of reusing an existing system (and I know the setup nightmare of Askbot), but since it supports single-sign on with Google and Yahoo accounts, it is already pretty convenient.
