[ros-users] New stack serial_communication for pkg cereal_port.

Hi everyone,

Just wanted to let you know that the cereal_port pkg was moved to a new stack called serial_communication since I'm doing a release for cereal_port.

I'm not sure how many people are using cereal_port (I should really setup analytics for our repository :P) but I hope this is not a problem for anyone! If there are any issues just send me an email!
