Sorry that is the wrong link. You just need to accept the certificate. Do this.

Cd /tmp
svn co https://code.ros.org/svn/ros/stacks/ros/tags/ros-1.6.8 ros

Type 'p' when prompted about the certificate. The try ros install again.
