[ros-users] Broken link in ROS release documentation

Hi everyone,

I was going through the ROS release documentation and I found a broken link.

On the following page http://www.ros.org/wiki/release/Setup/Repository
under section 4 the link to the "_rules documentation" is broken.

I have no idea if the link is in fact broken or if the corresponding
page was never created.
