As previously announced, we will be deploying the new rosdistro format
described in REP 141 http://www.ros.org/reps/rep-0141.html this afternoon.

As this is an atomic change all users interacting with the rosdistro will
be required to upgrade the core python dependencies, to use the new
rosdistro format. In particular python-rosdistro must be upgraded to at
least 0.3.

Other tools requiring upgrade are rosdep, rosinstall, rosinstall_generator,
and bloom.

During the upgrade these tools are not expected to work. Please hold off on
making releases. For updates on the progress we will be updating
http://status.ros.org/ as we go.

We will email here after we have completed the upgrade. We expect to finish
this afternoon. We will also include brief instructions on how to update.
