[ros-users] REP 3 Update: Qt 5 in Kinetic Kame

Since we've received no negative feedback on this announcement so far, we
are proceeding with the migration effort, and we plan to merge the linked
PR to REP 3 by the end of the week.

Again, if you protest migrating to Qt 5 in Kinetic, please speak up now.
