I think package-specific migration notes could go into the package's README (which will also be rendered by index.ros.org) or another place where the package's documentation lives.

If it will affect a lot of people, maybe it can go into https://index.ros.org/doc/ros2/Release-Crystal-Clemmys/#changes-since-the-bouncy-release ?
