The last release of navigation (including amcl) was done on [August 14th](https://github.com/ros-planning/navigation/commit/50dd13ecdaa342f50eb19ce31f5d0be8d768b615) so any commit merged after that are not be included. To get a new version released, you can open an issue on the navigation repository to request a new release from the maintainers.
