See the [Dockerfile](https://github.com/ros2/ci/blob/1a50a0a372d0bfdd0b657c24b25c263b3d862279/linux_docker_resources/Dockerfile#L53) how it is being used on the buildfarm.
Thanks for pointing that out, I'll have a dig through that Dockerfile the next time I have questions as well.
