[Ros-release] Debian packaging issue

I'm not sure if this is the right place.

We are trying to fix a bug and running into a problem.

If we have a post install script to edit the launch files, how do we
prevent the launch files from being wiped out when a user updates their
system.

So as far as I can tell it looks like launch files are not correctly
marked as config files in the Debian.

Is this problem solvable in the near term?
