[Ros-release] ROS Fuerte Freeze Schedule Update

I tested on an Oneiric machine and can't reproduce, so it's hard for
me to say. I assume "pip install python-jenkins" fails for you?

You can try install python-jenkins via apt on Oneiric:

sudo apt-get install python-jenkins

After you do that, you can try pip install rosrelease again.
