[Ros-release] pr2_description deb builds failing?

It looks like the pr2_description builds are failing on the farm, and
it's not immediately obvious why.

It looks like the build step is ok, but it fails when it tries to run
the tests. The thing that puzzles me is that the failure appears to be
"ivcon: Command not found" , but it has no problem invoking ivcon a
few steps earlier in the build process:
