[ros-release] new version of image_transport_plugins

Hello all,

I wonder if anybody can release new version of image_transport_plugins.
There was a patch

in compress_image_transport package a month ago which fixes republish 
script in image_transport segmentation fault.

I would like this to be released in next sync.
