[ros-release] Kinetic Release Update: countdown to desktop-full

Hi,
ros_control has been released, I cut off the dependency on control_toolbox
(it was unused).
https://github.com/ros/rosdistro/pull/11251
ros_controllers though will have to wait for control_toolbox since there it
is a real dependency :)
