[ros-users] 'latest' distribution has been renamed to 'unstable'

In order to prevent confusion the name 'latest' has been creating, the
'latest' distribution of ROS has been renamed to 'unstable'. As
before, this distribution is:

 * not recommended for general use
 * may or may not contain the most recent updates
 * will frequently have problems due to active development
 * will likely be out-of-sync with documentation

We will soon be removing SVN externals and rosinstall files for latest
in order to prevent any confusion with this. You should update your
installations as soon as possible to prevent any breakage (preferably
to cturtle, instead of unstable).
