[ros-users] question about rosinstall

The old rosinstall works flawlessly! One more question:
When I try to roslaunch a file I just rosinstalled, why is it looking
for the file in /opt/ros/cturtle/stacks instead of my package path,
which is in ROS_PACKAGE_PATH?
