In http://www.ros.org/wiki/actionlib it should say

rosbuild_find_ros_package(actionlib)
include(${actionlib_PACKAGE_PATH}/cmake/actionbuild.cmake)
genaction()

And you could make a note that the .action file must not contain windows
line ending characters. Otherwise the generated message header files are
broken.
