[ros-users] Update to release policy: no use of svn_checkout.mk

Hi Ken,

Is there a way to upload the tarballs ourselves? Otherwise, if to 
release a stack we have to ask you to upload the tarballs of all its 
dependencies, this will create administrative work for you and delay the 
release on our side.
