[ros-users] API review for proposed cartography stack

Following up on discussions about defining interfaces for GPS
way-points and mapping, I am proposing a basic cartography stack to be
used by various geographic navigation stacks.

The initial API review page is here. Everything about this proposal is
still up for discussion, including the name.
