[ros-users] Proposal for ps3joy msg API

[Melonee Wise]

As part of electric, I am adding the capability to set the leds and rumble
level of the ps3 controller. For this I am proposing two new msgs for
setting the rumble and led. I have implemented the proposed changes in
joystick_drivers trunk for people to try out.

Based on feedback I will schedule a review meeting or go forward with the
