[ros-users] ANNOUNCE: ROS Diamondback Released!

Hi Tully,

so if it is not a problem to use these links in the wild I'll do that,
it saves me
some disk space and bandwidth, and it should be more clear to the end users.
In case it is I'll just continue making my own tarballs.
