[ros-users] REP-0140 review: catkin package.xml format two

REP-0140 is derived from REP-0127, the initial catkin package.xml
specification. The two are similar, but REP-0140 is a compete specification
of the new format. Here are the differences between them:

Both will remain in effect concurrently. The new format fixes some
problems revealed by experience with the REP-0127 version. Eventually,
REP-0127 will be deprecated, and all packages will be encouraged to adopt
REP-0140.
