We did face a hell lot of issues with the ros-desktop-full-install last
month. The issue was with the keys at the server for texlive, opencv and
some other packages. Looks like Boost and Tex libraries are problematic in
archive.ubuntu.com.
Changing sources helped. You would have to do a hit and trial to change
your software source and get the packages from a good repository.
