This was caused by an indexed repository that had a fork/copied version of filters in it. I've ticketed it upstream:

https://github.com/robotican/armadillo2/issues/1

And removed it from the index already.

However without any recent changes the doc job hasn't rerun. I just forced a rebuild manually:

http://build.ros.org/view/Kdoc/job/Kdoc__filters__ubuntu_xenial_amd64/3/

It looks to be up to date now.
