[ros-users] REP 113: ROS Electric Variants

It is currently marked as Draft. Barring any objections, the proposal
is that this is a basic update to REP 108 (Diamondback) that only
changes variants to reflect changes in stack organization. Otherwise,
the variants remain the same.
