[Ros-release] Issues with fuerte public repository

We're currently having an issue with the public repository; apt may
refuse to install some packages due to a bug we have on our backend.
While we resolve this, you can instead use ros-shadow-fixed:

deb http://packages.ros.org/ros-shadow-fixed/ubuntu lucid main
