[Ros-release] Final Fuerte Freeze: March 15

The final freeze for Fuerte is March 15. Please have your changes in
by then. After the final freeze, we will be tweaking things on the
packaging/release side, so I strongly encourage you to obey the freeze
as it may become more difficult to release while we are performing
these updates.
