Re: [Ros-release] Pre-Release failing with setuptools error

I found a workaround for the issue with setuptools. distribute 0.7.3
breaks a pip install -U rosinstall when it upgrades. I've changed the
build to not use -U which I hope will work for all the remaining old style
jobs. And dry prereleases seem to be working again.
