[Ros-release] Hydro Migration Documentation

Hi Everyone,

We're preparing to announce the Hydro Beta. Please add any updates to the
hydro migration guide: http://www.ros.org/wiki/hydro/Migration There are
very few notes there.

If you want the text to be in your package as well see how I used includes
for tf/tf2.
