Subject: [Ros-release] Buggy version of control_toolbox in shadow-fixed

(Probably should have sent this out a few days ago when I found said
bug, but I'll send it out now as an example)

The version of control_toolbox currently in shadow-fixed (1.10.2) has
a bug the causes controllers to crash on the PR2. Please hold any
pending sync until I can get this resolved.
