[ros-release] REP for Indigo Metapackages

Hi everyone,

We've iterated on the metapackages for Indigo. They are captured in REP
142. http://www.ros.org/reps/rep-0142.html Please take a moment to look
at the list and if you have any comments add them to the pull request or

We'd like to make this active soon so people know what to expect.
