[ros-release] Groovy release pending -- hold new releases

Hi,

We're close to a sync of groovy. There are just a few platforms which need
to be rebuilt to get out the fix to xacro and a few other pending releases.
Please hold new groovy releases until the farm has caught up and we can
sync. I'll send the announcement when the new packages are synced.
