[ros-release] Planning for indigo sync

Hi Everyone,

We're due for an Indigo sync. It appears we have a few regressions related
to libphidgets. there's an issue filed with the best new url to pull from:
https://github.com/ipa320/cob_extern/issues/45

@Benjamin, are there plans to make a patch release soon? Otherwise we may
need to sync with a regression to the care-o-bot and carl stacks.
