There looks to be the same regression in Kinetic as [Indigo](

There is a moved header in grid_map_ros breaking cost_map_ros Ive filed tickets upstream

Since we have over 100 packages to sync I dont want to wait too long we may need to sync with these regressions. First I will attempt to roll back the grid_map changes too.
