http://answers.ros.org) provides a forum which can be filtered by tags to make sure the relevant people can find and/or answer the question, and not overload everyone with hundreds of posts.
(To reproduce manually with a minimal example you can try to source your workspace and run `rospack find xacro` and if it fails look at if you can import it with the resulting `PYTHONPATH`)
