The default location to find a package is on the ROS wiki with the package name. So for package `cost_map` which is packaged into the debian package `ros-kinetic-cost-map` see

I opened a [PR to embed the declared homepage](
https://github.com/ros-infrastructure/reprepro-updater/pull/53) as a link in the summary last week. We are targeting to roll it out before the next sync.
WRT to bus_server as @rohbotics alluded, that was a package [released temporarily](
https://github.com/ros/rosdistro/pull/16666) but after review was renamed to [loki_base_node](
https://github.com/ros/rosdistro/pull/16671/files) which is why you can't find any documentation. There's an outstanding ticket to [automatically clear removed packages in this situation](
https://github.com/ros-infrastructure/ros_buildfarm/issues/487) but we haven't had time to implement it.
