Apparently it was removed in the sync of [November 2016](
https://discourse.ros.org/t/new-packages-for-indigo-2016-11-27/898), as a consequence of this [PR](
https://github.com/ros/rosdistro/pull/12800).
And it doesn't look like it has ever been released in kinetic.
