Some people probably want to help, but also might simply be intimidated/lack confidence (similar to what the MoveIt! maintainers [brought up](
https://discourse.ros.org/t/moveit-maintainer-meeting-recap-dec-18-2018/7176)).
Not sure what could help other than to tell people (myself included) to "just do it," since your instructions on #1496 definitely provide sort of a starting point.
