In general the recommended minimum install increment is a stack. You will
find the turtle_teleop package in the stack ros_pkg_tutorials. It has not
been released yet, but will be shortly. In the mean time you can check it
out from svn from the following URL:
https://code.ros.org/svn/ros-pkg/trunk/stacks/ros_pkg_tutorials/
I don't know which version of the install you used, but you will also need
the stacks: joystick_drivers, ros, and ros_tutorials
