Sounds like you have a laser that does not support the SCIP2.0 protocol.
The last person who had this problem was able to find a firmware update here:
http://www.hokuyo-aut.jp/02sensor/07scanner/download/u_dl_license.html

If you have more detailed symptoms/error messages I could put on the
wiki, please put them up, or send me them so I can add them.
