Hi Matt,
It looks like you're trying to build packages in a directory that you don't
have permission to do so in.
The .deb install of ROS puts pre-built packages in /opt/ros/cturtle/stacks.
If you are downloading sources for other packages, you will want to put them
in a directory that you have rwx permission in, and add that directory to
your ROS_PACKAGE_PATH.
