Kevin,
I've not used it personally, but I think you can get gstreamer to read from
a network camera (a quick Google for GStreamer and Axis IP Camera found a
few posts about it). The gscam ROS node (
http://www.ros.org/wiki/gscam) would
then be able to grab those images.
