[Ros-release] packages missing from public repo

I'm not sure on timing.  The 9:40 sounds reasonable, but I'm sure we didn't
sync at 8am.  There might have been an issue with the sync yesterday which
was fixed by the sync this morning.  I think I saw some differences in the
Precise 64 output when syncing.

For buildfarm things configurations I recommend using shadow-fixed.  It's
slightly less stable, but it's generally better to know earlier that things
are going to fail.
