The email system sends out an email to everyone that made
modifications to the code, since the last successful build. So the
email reaches all people that could have contributed to the build
failure.  This means that while the build is broken, the list of email
recipients grows larger and larger. When the build gets fixed, the
list of recipients gets reset.

At least, this is my understanding of how the email system works.
