[Ros-release] Debian source build failed -- what to do?

That is only used by the Electric version of rosdep. Since Electric
does not build on Precise, those stanzas are not needed.

That stack is supported on both Electric and Fuerte. The Fuerte
version ignores stack-level rosdep.yaml files, it only uses the github
definitions.

Could the Debian build systems be using the wrong version of rosdep? Surely not.
