[Ros-release] MsgSrvDoc execution failed

The error in nmea_msgs was caused by a typo in the doc index entry for the
nmea_navsat_driver package? nmea_navsat_driver depends on nmea_msgs, but
otherwise they are independent in the documentation and release systems.
