[ros-release] Pending sync of hydro and groovy

Hi Everyone,

I'm planning to release Monday.  Mergers please hold any incoming pull
requests.  Maintainers, please be patient we need to let the build farm
finish building to enable a sync.  If you have a critical fix please bring
it up here otherwise it will go into the next cycle.
