[ros-release] Groovy and Hydro packages soak time

Hi Everyone,

We have over 300 packages across groovy and hydro queued for a release.
 We'd like to take the next few days to let the new packages soak and plan
only to merge critical bug fixes.

There are currently 12 packages which have regressed in groovy. Hopefully
these can be fixed during the soak period to be released with everything
else.

I expect to release these packages early to mid next week.
