[ros-release] groovy-pr2-controllers has been broken since May 8

Hi Kei,

We noticed that the buildfarm was rebuilding orocos_kinematics_dynamics
almost every night and when looking into that we found that there wer both
wet and dry packages.  Usually wet takes precedence, so we cleared the dry
one. But it appears that the dry jobs were being generated after the wet
ones causing them to override the wet ones. I've cleared the wet entries
and added back the dry entries. Hopefully that will clear up the build
issues.
