[ros-release] Generating rosdep keys for underlay rosdistro

I posted about this on the buildbot-ros mailing list, but I just wanted to
quickly announce here as well:


It's an extremely simple shim, but may make some people's lives a bit

In a nutshell: Set ROSDISTRO_INDEX_URL to your custom rosdistro, but use
the generated rosdep yaml to still reference standard ROS packages. This
way you get seamless resolution of public and private dependencies, and you
also get the real diff from bloom, including an automatic PR if you're
using github for it.

Hopefully it is of use, and may also motivate someone to work a bit on
bloom#257 <https://github.com/ros-infrastructure/bloom/issues/257>.
